Though the city of Xarnath is loyal to the Serpent Kingdom, the local authority is the Governor of Xarnath, and their two advisors, the hands. This role has only been around since 3 ASK. Before that, the city was ruled by a War Chieftain, and long before that, there were once princes and princesses that ruled over Xarnath. This role is voted for every 7 years.
