Grey Delegation

The rulers of the city of Uller, the Grey Delegation is comprised of three elected representatives that serve for life. Naturally, as Uller is the one city in Yondar where necromancy is legal, it has been common practice for liches to serve on the Grey Delegation. The delegation is, of course, loyal to the crown.
