War Chieftains of Gron's Pass

Historically in Gron's Pass, there was little to no actual governance, however, whenever there was a matter of dispute that threatened to turn to rioting, the War Chieftains of the various clans at that time would hold a tribunal and settle the matter. In 148 YSK, the Chieftains formalized this rule and began to govern the city more thoroughly. In 254 YSK, Gron's Pass officially joined the Serpent Kingdom and the War Chieftains were recognized by the crown as the local law authority.
